Public services, private finance: good or bad?

Is PPP a solution to the London Underground? What are the Public Private Partnerships (PPP) and Private Finance Initiatives (PFI) that governments all over the world are parading as solutions to the troubles of financing public services? Are they just financial gimmicks that earn the banks big fees? Will they improve the quality of services?
