Almost a billion people live in economically stagnant or declining countries, and a new consensus suggests that neither trade nor aid can help. Is there an argument for aggressive military or diplomatic intervention, or is this just a new kind of moral imperalism? Paul Collier, author of The Bottom Billion, and Raymond Fisman, co-author of Economic Gangsters, present possible solutions.
