'The Council of Europe - the Best Kept Secret in Europe' The Right Honourable Terry Davis, CMG

The Right Honourable Terry Davis, CMG Former Secretary General of the Council of Europe
visits De Montfort University to give a free lecture as part of the Distinguished Lecture Series.


The election of Terry Davis in 2004 as Secretary General of the Council of Europe by parliamentarians from all the member states marked the culmination of 28 years in Parliament and built on his leadership of the United Kingdom Delegations to the Council of Europe and Western European Union Assemblies from 1993 to 2004. He had already been appointed to Her Majesty's Privy Council in 1999 in recognition of his services to the Council of Europe in protecting human rights, extending democracy and promoting the rule of law.

During his time as a Member of Parliament, Terry Davis was highly regarded as a hard-working MP who combined campaigning for the rights of his constituents in Bromsgrove, and subsequently Birmingham Hodge Hill, with his Westminster activities as a front bench opposition spokesperson on Health, Industry and Economic Affairs.

The role of the Secretary General includes the overall responsibility for the strategic management of the Council of Europe's work programme and budget and overseeing the day-to-day running of the organisation and its staff of 2300 people. Politically, the Secretary General has the responsibility for meeting the statutory goal of the Council of Europe, which is to safeguard the shared principles of human rights, democracy and the rule of law. Terry's time as Secretary General recently came to an end in 2009.
