Opening the Black Box of Russian Foreign Policy

Foreign policy is sometimes described as the continuation of domestic politics by other means. How, then, might the domestic protests against Vladimir Putin and the tightening of his regime in response affect Russia’s international behavior?

Fiona Hill is director of the Center on the United States and Europe, and senior fellow in the Foreign Policy Studies Program at The Brookings Institute.

Dmitri Trenin is director of the Carnegie Moscow Center
