Why do some multiethnic states break up while others hold together? Brendan O'Leary compares how federalism has maintained state integrity in Iraq with the secessionism by consent of Southern Sudan.

Brendan O'Leary is the Lauder Chair in Political Science at the University of Pennsylvania.
