Can Official aid and private co-exist?

Second of a series of debates around Third World Issues


Many sympathetic observers would argue that voluntary organisations should not work too closely with Government and yet that official aid cannot succeed in conditions in which governments in recipient countries are simply too weak to spend money effectively. Are voluntary agencies too close to their own Governments? What is a safe distance?
