The ICT revolution and liberalising economic policies have spawned an explosion of opportunities for increased participation in the marketplaces of ideas and trade. Yet this era has been marked by continuing communication and policy failures in attempting to shape the new terms of engagement. The language of openness and inclusion is the required weapon for justifying privileges and exclusion. Is another path possible?

William Melody is visiting professor in LSE’s Department of Media and Communications and at the Technical University of Denmark and the University of the Witwatersrand. He is also director of LIRNE.NET and the World Dialogue on Regulation.
